Presently, housing problem is China’s most serious problem, and the building ofaffordable housing provides a right answer to this problem. Since the beginning of2008, the government promulgated a series of building affordable housing policy andcontinuously hold down the development of real estate industry while constantlystrengthen the affordable housing building policies. Public housing is considered to bethe most promising in the numerous affordable housing in China, not only because ofthe wide population of response, but also complying with population mobility ofChina’s urbanization process. The current public housing management mode isdefective and can not meetting the status quo needs. It is urgent need to improve andinnovate the management mode, make it fit the national conditions of China’s current.In this paper public rental housing management mode was studied. By the way ofanalysis on public housing management mode in developed country and publichousing construction in Shaanxi Province, research on public housing managementmode in Chongqing City, find influencing factors of public housing managementmode., and explore the business model for China’s national conditions by the methodof "Fish-Bone Diagrams" and "data analysis ". Through research, this paper reachedthe following conclusions:1.To establish a unified public housing management system in the aountry.2.To establish a unified management body to manage public housing.3. To establish a information base of public housing.4.To establish a unified repository of the economic situation for individuals and families.5.Formulate a unified pricing standard on publice housing rent, and implementdifferentiate payment mode.6.To form a unified system of legal protection on public rental housing.By the way of uniting running aspects in public housing operating, build a set ofcontinuous, flexible and comprehensive public housing management mode system,"united public rental housing system".
