Public rental housing played a decisive role in solving house problem,because of losing money,the construction does not go on very well.In order to find the problem in financing mode of public rental housing,this paper will take some ways such as Data collection, inquiriing the literature, comparative analysis and theoretical analysis,to discover the shortcomings,then to construct a feasible and continuing financing mode for Chongqing,it can help the government to dredge capital channel, to promote smooth completion of public rental house construction.It is meaningful to perfect housing guarantee system and to promote the stable and harmonious society.Firstly,this paper will analyze the social security and quasi-public in public rental housing,suggest to give appropriate government intervention.Then compare financing modes and some foreign advanced experiences about housing policies,government intervention,investment and financing modes in pulic house,some important implications is dug out from the common ground and difference,in the end, based the characteristics of public rental house in Chongqing, the advantages,disadvantages and the application scope of various financing mode,put forward the most practical way in Chongqing.Secondly,on the one hand,this paper will review the policy and implementation on public rental house in the past two years, and distill the key points of present policy,then analyze the problems existed in the development of public rental house and its necessity.On the other hand, this paper will validate the rationality of the total demand, forecast the the demand for money in each of the construction period,and then analyze the huge funding gap based on supply of capital from funding sources.Finally, analyze the defects and unsustainable of financing modes.Thirdly,this paper will raise the frame for further innovation considering about the limitation of the present mode.Then try to compose the new financing mode, which REITs plays the main role,government basic investment,housing provident fund loan and development financing as a auxiliary way.The participators of the new mode are government,creditors and private. The key point of the new mode is to magnetize the social fund by the benefits from gov.investment,loans guaranteed by gov.,low-interest loans,tax and fee preference policies, rent subsidies.Social capital becomes the main subject of the construction in REITs.Finally,the incentive effects were analyzed in the case model,which further proves the feasibility of the new mode.
