The reforms of state-owned enterprises in China appeared to heat up and speed up since The 18th CPC National Congress.With the deepening of the reform of sate-owned enterprises,more difficulties has been revealed in the management of human resources.At present,the state-owned enterprises are facing great challenges such as the optimization of the huge organizations,cutting off redundant staff,developing a stable talent team,reforming the traditional corporate culture and so forth.In recent years,the state-owned enterprises are facing such disadvantages as massive overcapacity in global fertilizer production,supply and demand imbalance,rising costs of logistics,weak bargaining position for the suppliers.So it is imperative for the state-owned enterprises to change through the reformation and transformation to survive and develop in the brutal competition,and to conform to the changes of the times and the environment.As the largest state-owned company in China in producing high concentrated phosphate and compound fertilizer,in addition to all above problems,TA faces such disadvantages in the process of reforming as unclear strategy planning of human resource management,over staffing in organizations,structural contradiction in staff team,unreasonable job setting,incomplete payment system and performance evaluation system,lack of cultural construction and so on.Nowadays,TA's human resources management has been difficult to meet the needs of the company's strategic development,TA's reform has been put on the agenda.As Human resources management change is the key to the reform of an enterprise,so it is imperative to improve the human resources management of TA Company.In this context,this paper chooses TA as the research object,closely linked with its development strategy,using such methods as literature study,case study,comparative analysis and questionnaire survey to find the problems of its human resources management which needs to be improved in the analysis of questionnaire survey of its human resources status and comparison with benchmarking enterprises.Top design pattern was adopted in the overall layout of TA Company's human resources management,to solve the main problems found in the study of optimization design.The overall strategy of human resource management consist of such eight aspects as strategy of human resource management,organizational structure,and position system etc,and then adopt such eight corresponding tactics as establishing the framework of flat organization by dividing the main stages of the manufacturing process,compiling the qualification criteria of important post and carrying out rank certification to enhance the TA's human resources management,thus to help TA company's transformation and upgrading.For the characteristics and problems of TA are very typical that it was chosen as a case analysis and diagnosis for an enterprise.A saying in China goes that "Stones from other hills may serve to polish jade".The methods applied and experience summarized from this research has high practical value and theoretical significance to the others.
