Poverty alleviation,a very important new policy in helping the poor in the new age,is aimed at developing and adding the task of that before.By accurately identifying,helping,managing,and checking the poor family and village,the resources for poverty alleviation are properly distributed to the poor.The paper is based on the special cases of government of Chunrong town and Ningxian county,which summarizes 4experienced ways by referring to the related files of government before and the files of poverty alleviation: they are accurate recognition,targeted support,dynamic management and poverty alleviation.After making some household surveys,taking part in poverty alleviation effect evaluation and mastering the present situation,some common problems are found in the process of putting into practice,first,only a few households in poverty take part in it,and some even have wait-and-see attitude and dependent and utilitarian thought;they don't realize the importance of the new policy;second,the policy itself is lacking in flexibility and diversity.The helping work is in trouble because of funding shortage,petition from the poor,and the poor efficiency of the work teams.Thus there still exist some dilemma.The main reasons for such dilemma are as follows;first,farmers have social mobility and self-interest and they know little about the policy;second,there are also inner contradictions in the policy itself;third,there'd be an advantage for stabilization over poverty alleviation.What's worse,the policy is nagged by structural poverty,the simple channel for funds,and the cadres pay little attention to the essence of poverty alleviation.However,the government management gives four valuable suggestions to the local government : to begin with,it is important to make more poor people know the system and take part in it;what‘s more,to combine its strictness with flexibility and build a reasonable relation between poverty alleviation funds and its distribution are very vital according to the relative budget and goals of poverty alleviation.Last but not the least,setting up an organization to assess and inspire the helping teams is also good.
