The Sudy On Practical Dilemma And Mitigation Countermeasures To The Accurate Poverty-relief

The implementation of precision poverty alleviation enables the rural poor to get rid of poverty and become rich,which is of great significance for building a moderately prosperous society in all respects.It has been five years since the precision poverty alleviation was put forward,and remarkable results have been achieved in getting rid of poverty.However,there are still many problems in the practice of precision poverty alleviation,which need to start from the macroscopic and microcosmic direction in hand,together through improving the development environment of the poverty-stricken areas and improving the relevant mechanisms of precision poverty alleviation,in order to improve the support efficiency.This study based on the perspective of precision poverty alleviation practice,while taking Luzhou City's precision poverty alleviation practice as the research object,to while taking the poor village--Luxian Sihe Village-Xuyong County Gaojia Village-Huilong Village of Xuyong County as the main investigation object.By the method of literature analysis,field investigation,statistical analysis and case analysis as the research methods,through understanding the main practices of precision poverty alleviation in Luzhou and the specific practices in three poor villages,the difficulties that restrict the practice of precision poverty alleviation are analyzed.,to analyze the causes of the practical dilemma of precision poverty alleviation and explore the causes and countermeasures of the practical difficulties in the practice.The introduction mainly elaborates the research background and research significance,combs and summarizes the relevant research results of poverty alleviation in domestic and foreign,and puts forward the basic contents and methods of the research,and tries to define the concepts of poverty,poverty alleviation,precision poverty alleviation and poverty standards.Through a lot of reading,the theoretical foundation of regional poverty and individual poverty,intergenerational poverty transmission,inclusive growth,participatory poverty alleviation and cooperative governance is constructed.Chapter one summarizes the general situation of Luzhou City,the main practices of precision poverty alleviation and the specific practices of poverty alleviation in three poor villages.Luzhou's three poverty-stricken counties,Hejiang County,Xuyong County and Gulin County,have been listed in the Wumengshan region of the poverty-stricken mountainous area at the national and provincial levels,and the poverty problem is serious.The main methods of precision poverty alleviation in Luzhou are:classification and identification of the causes of poverty,multi-dimensional measurement of the poor household withdrawal criteria,multi-forces hand in hand to help,the government waived the medical expenses.,full implementation the security of housing.,relief and financial assistance simultaneously education help,increasing the strength of the minimum living standard,according to their own characteristics to develop industries to help the poor,multi-start to improve infrastructure and so on.After analyzing the main practice of precision poverty alleviation in Luzhou City,this paper expounds the specific methods of precision poverty alleviation practices in three poor villages of Luzhou city.Based on the investigation and analysis of the main practices of precision poverty alleviation in Luzhou city,especially the concrete practices of three poor villages,chapter two analysis that there are the following difficulties in the practice of precision poverty alleviation in Luzhou City at present:There are many challenges,such as outstanding problems of poverty alleviation objects,inaccurate identification of poverty alleviation,problems existing in the management of poverty alleviation projects,lack of power to help the poor and so on.Chapter three analyzes the cause of the dilemma based on the current difficulties encountered in the practice of precision poverty alleviation in Luzhou City.The main reasons for the predicament of precision poverty alleviation are that the development of rural areas is Unbalanced,the identification mechanism of poverty alleviation is not scientific,the management mechanism of poverty alleviation project is not standardized,and the coordination mechanism of poverty alleviation is not perfect.Based on the analysis of the current situation,predicament and causes of precision poverty alleviation in Luzhou City,and combining with the relevant theoretical basis,chapter four puts forward the mitigation countermeasures to alleviate the practical difficulties of precision poverty alleviation.Among them,increasing poverty alleviation and development efforts in poor areas,improving precision poverty alleviation identification machine,improving poverty alleviation project management mechanism,building multi-subject poverty alleviation coordination mechanism are effective ways to resolve the practical dilemma of precision poverty alleviation.
