Research On Practical Dilemma And Countermeasures Of Precision Poverty Alleviation

Poverty is a common problem facing all countries in the world,and the eradication of poverty is the eternal pursuit of mankind.As a socialist country,it is the essential requirement of socialism to eliminate poverty,improve people's livelihood and achieve common prosperity.The 19 th National Congress of the Party,held on October 18,2017,clearly stated that we must resolutely win the battle against poverty,work hard to alleviate poverty,and let the poor people and poor areas join the whole country in entering a moderately prosperous society.Precision poverty alleviation is a major innovation in poverty alleviation and development.It is the key to winning the battle against poverty and building a moderately prosperous society in an all-round way in the new era.This paper's research on targeted poverty alleviation is not only beneficial to perfect the governance system of China's poverty alleviation,but also conducive to the development of China's poverty alleviation work and the improvement of the economic level in poor areas.Since the 18 th CPC National Congress,the work of "targeted poverty alleviation" has achieved remarkable results in poverty alleviation in poor areas.However,there are still some specific difficulties and difficulties in the specific practice of precision poverty alleviation.It is necessary to further innovate the poverty alleviation mechanism and improve the precision poverty alleviation policy.Based on the theoretical research on targeted poverty alleviation,this paper selected the poverty-stricken areas in Shanxi Province as the survey targets,and collected and collated relevant poverty alleviation data by consulting the Shanxi Provincial Statistical Yearbook,the targeted poverty alleviation policy documents in poor areas,and questionnaires and field visits.Providing reliable data for the writing of papers;More in-depth understanding of the current situation of China's precision poverty alleviation work research,clear the current precision poverty reduction work in practice and encountered practical problems;Aiming at the existing practical problems,this paper puts forward the concrete countermeasures to solve the poverty problem with precision.The specific research structure and main contents of this paper can be summarized into five parts:The first part mainly combs and summarizes the relevant research results at home and abroad,clarifies the research ideas,clarifies the purpose and significance of the research,adopts the research methods of literature research and empirical investigation,and tries to innovate in the research content and methods.The second part discusses in detail the connotation of precise poverty alleviation and its related theories.Under the guidance of Marxist theory,the idea of precise poverty alleviation inherits and develops Marx and Engels 'thought of poverty eradication and the theory of poverty alleviation work of Chinese leaders such as Mao Zedong and Deng Xiaoping.In the face of the actual poverty situation in the new era,it is an important guideline for China to fight against poverty.The third part mainly discusses the current situation of precision poverty alleviation.Taking the impoverished areas of Shanxi Province as an example,the data collected through literature surveys and questionnaires are collated and analyzed,and the current situation of precision poverty alleviation is elaborated from three perspectives: natural conditions,economic conditions and the current situation of poor families.Provide reliable data support for thesis writing.The fourth part mainly discusses the practical difficulties of precision poverty alleviation and the reasons for its formation.Through analyzing data and data,we can see that in the process of precision poverty alleviation in Shanxi Province,there are poor natural conditions,difficult for farmers to increase their income,lack of labor force in rural areas,shortage of poor people,uneven industrial structure,large demand for poverty alleviation projects,complex causes of poverty,and difficulties in identifying poor people.The main reasons for these practical difficulties include: natural conditions that are detrimental to agricultural development,weak infrastructure,specific problems in the process of helping,and the poor population's poor quality and lack of skills to fight poverty.The fifth part of the main content is based on the precise poverty alleviation of the actual predicament put forward targeted solutions to the difficulties.Specific and targeted countermeasures to solve poverty are put forward from five aspects of strengthening infrastructure,developing characteristic industries according to local conditions,optimizing the system and mechanism of precise poverty alleviation in Shanxi province,strengthening spiritual civilization construction in poor areas,and enhancing the comprehensive quality of farmers to enhance their internal dynamics.
