The scientific and democratic is the fundamental guarantee of the right decisions. Improving the system of expert consulting is an important measure to the implementation of scientific and democratic decision-making and construction of the modern decision-making system. Based on a profound understanding of this, in recent years, China’s local governments at all levels actively build a system of expert consulting and put into practice to promote China’s public decision-making more scientific and standardized compared to Experience-based and random type. Overall, however, the decision-making consulting system in China is still in its infancy, there are many inadequateness need to improve, such as the imperfects of expert consulting system, the experts own limitations, the imperfects of the consulting experts selection.The expert is the core element of the decision-making consulting system. As the most important element, the conditions of expert directly affect the effectiveness of the operation of decision-making consulting system. From the perspective of consulting system, we draw the following conclusion:there are many inadequateness in the process of consulting system construction, such as irrational structure of consulting experts, unstandardized operation of consulting mechanism, unbalanced development of consulting organization and so on. Based on this, combined with Chinese specific situation, we learn from the experience of developed countries’construction of consulting system building, and put forward the following suggestions to improve the experts consulting system:establishing the concept of scientific decision-making, improving the working mechanism, completing the legal system.
