At present,under the guidance of national "Economic Restructuring and Development Transforming" strategy,our country's institutional reform for electric power industry has continuously been deepening.After 30 years of reform practice,the electric power engineering design enterprises have accelerated the space of enterprise market-oriented reform,thus entering a critical period of development transforming,and having gradually formed a new pattern of market competition.Along with the acceleration of the development process of the electric power industry,and the continued opening of the design market,the competition between the power engineering design enterprises is also increasing.Confronted with the keen competition circumstances,the power engineering design enterprises with talents as their core resources,have to accord with the characteristics of our country's electric power design enterprises to study and establish a set of scientific and reasonable performance management policy.As long as the policy plays a positive role in human resources management and development,which,in return,constantly inspires the designers to work with enthusiasm,initiative and creativity,the design enterprises will get winning,maintain competitive advantages,improve the core competitiveness,and develop sustainably and healthily.Based on the study on the professional design personnel of Yi'neng Electric Power Design Co.,through a deep understanding of the current situations of the performance management of the design staff,this paper has found that there are a series of such problems existing in the old performance management system as the design personnel being lack of knowledge of the content of the performance management,the formalization of the evaluation process;the divorce between performance management and enterprise strategy;the imperfection of the process of the performance management without forming a closed system;arbitrary evaluation on the performance,unreasonable evaluation criteria;the shortage of the pertinence to the evaluation;inadequate incentives arising from the single application of the evaluation results etc..The paper also deeply analyzes the causes of theses problems.By carefully considering the present situations of the enterprise,using modern theories and methods of the performance management,the paper proposes a set of new project for the designer,which is more complete,more practical and more incentive.The performance evaluation results can widely be used in employee performance,salary adjustment,promotion,training,assessment and professional development,etc.to improve the design personnel's work enthusiasm.In addition,the paper puts forward some measures on how to ensure the operation of performance management,which will further promote the business development and the management of enterprises,realize the joint development of enterprises and employees,and finally achieve the strategic objectives of the company's development.This thesis offers some references on how to make the performance management system perfect and improved,and on how to scientifically carry out and prormote performance management.The research of this thesis also has certain reference and guidance significance on promoting state-owned power engineering design enterprises to further improve human resources management and accomplish the reform for the modernization and market-orientation of the design enterprises.
