Study On The Revelation Of The Revision Of The British Library Privacy Policy To China

With the rapid development of the era of big data and the wide application of various information technologies,various types of information security issues have emerged endlessly.Personal information protection has become a common topic.As a public cultural service organization,the library gathers a large amount of reader information which contains a great deal of sensitive and private information.How to handle and save readers' information securely,how to provide users with the most personalized services while collecting user information to a minimum,how to protect the rights of readers,and how to effectively protect personal information are all important propositions facing libraries in the modern era.Many successful experiences of foreign libraries in formulating privacy policy have undoubtedly provided a good reference for China.This paper selects the British Library to analyze the revision of its privacy policy.The reason for choosing this library is that the national privacy protection laws are relatively complete,the library industry is more developed,and the privacy policy published on its website is more perfect and very representative.The thesis first expounds the concepts such as privacy,library user privacy,and library user privacy policy.It also introduces the content,role,and construction principles of the privacy policy,as well as the challenges of library privacy protection in the new technology environment.Secondly,the paper introduces the general situation of the privacy policy implementation in Chinese libraries,including the formal characteristics and content perfection.Then it introduces the legal basis of the British Library's privacy policy revision.On this basis,the paper analyzes the content revision of the privacy policy,compares the old and new privacy policies,finds out where the privacy policy has changed,and thinks about the reasons that caused it changed.Then,this paper summarizes the British Library's enlightenment to our country.Finally,the paper analyzes the shortcomings of the privacy policy which exist in Chinese Mainland libraries,combines the aforementioned enlightenment from the British Library to China,and puts forward the improvement strategy of the library privacy policy in our country from various aspects,including improving the legislative protection,establishing personal information protection supervisory institutions,strengthening self-discipline of library industry and perfecting privacy protection rules,etc.Developing a library privacy policy is not a very difficult task.However,in order to effectively implement the privacy policy and ensure that it plays the role in protecting personal information,there is still a long way to go in China.At present,the library industry in our country hasn't paid much attention to formulating privacy policies and protecting the privacy of readers.Library privacy protection is faced with the implementation of the privacypolicy,the improvement of technical protection measures,professional information managers and many other issues,making it more difficult to develop a privacy policy.Nevertheless,this is still a task that cannot be ignored and persuaded.It is an important subject for library development in the era of rule of law society and big data.I believe that in the near future,our national libraries will publish sound privacy policies to effectively protect users' personal information,and the level of privacy protection will reach a new height.
