5G is the keyword of the new round of scientific and technological revolution and industrial transformation.It has been risen to the national strategic level and has become the infrastructure supporting social and economic development.As a pioneer of 5G technology,China is actively deploying the 5G industry and seeking overseas development.However,the anti-globalization trend represented by the Sino-US trade dispute has challenged the development of 5G.The US has imposed tariff barriers and public opinion barriers between Chinese 5G companies and overseas markets,and launched a public opinion offensive to smear and stigmatize,causing the real predicament of Chinese 5G enterprises to "go global" and 5G external communication.5G development not only requires technology and experience,but also depends on public opinion and markets,and its value can be realized through communication.Based on these above,this article starts from the news reports of 5G issues between China and the United States,and selects China Daily and Wall Street Journal as representative media,taking November 2016 to December 2019 as the reporting sample interval.Relying on Tsang Kuo-Jen's Three-tier Structure Frame Theory,the study perform quantitative and qualitative analysis on texts to discuss the discourse game and frame competition between the two newspapers in the international public opinion on this topic,and presents the news frame of both parties and the value implications behind their reflection,with a view to China 5G development and communication contribution from a news communication perspective.The study found that the two newspapers in China and the United States have constructed very different news frames through the three-level structure construction and content filling,embodying specific core discourse and construction skills.China Daily takes "China's leading" as its core discourse,and builds a positive image of China's 5G under the framework of cooperation and win-win,making it a pioneer of 5G technology,a leader of 5G standards and an advocate of 5G cooperation;Wall Street Journal focusing on the core discourse of the "5G crisis",a competitive confrontation framework has been used to shape the negative image of China's 5G,and its identity questioning,technical denial,and expansion resistance have been carried out.The study believes that in the three aspects of theme selection,structure construction and rhetoric expression of the 5G reports of China Daily and The Wall Street Journal,the media biases of politicization,imbalance and stigmatization are presented;in discourse interaction and frame competition,the focus of public opinion on technology,patents and markets was highlighted.Based on prejudice and focus,this article focuses on the issue of China 's 5G outreach and public opinion concerns in the international 5G market,analyzes the strategy of 5G outreach,allowing the media to tell the story of China 's 5G and combination of companies' “go global” and “voice out”.
