Research On The U.S.High-performance Computer Export Control Policies(1993-2001)

Comparing to microcomputers and low-end personal computer servers,highperformance computers have better performance and functional advantages.The United States has always taken the highest value on high-performance computers,they make the highest investment on the High-performance computers,and they also make the biggest benefit on this project.Their research is ahead of the world as well.The United States thought highly of the issue of high-performance computers in the 1990 s.Therefore,it is an important and arduous task for the US government and the computer industry to formulate a balanced and effective policy to ensure that the United States leads the high-performance computer industry.Throughout the 1990 s,the United States government made many changes and adjustments to the exports control policy of high-performance computer,based on the theme of high-performance computer exports in conjunction with the computer development technology at that time and the world pattern.This article uses the US government report,decrypts archives,and combines relevant research results to review the origin of high-performance computer export control issues,analyze the purpose of US high-performance computer export control,and learn the contradiction between the US high-performance computer industry and the government.The US government has been looking for policies that can balance the contradictions between people who advocates of trade and nonproliferation advocates,and how these contradictions are driving the formation and change of high-performance computer export control policies.This article summarizes the high-performance computer export control policies of the Clinton Administration in the 1990 s,and attempt to explain the following issues: First,The attitude of Clinton administration to high-performance computer export control issues in different periods;Second,the Details of the five revisions of the performance computer export control policy by the Clinton administration;Third,the reasons and background for the five revisions of the high-performance computer export control policy by the Clinton Administration;Fourth,the analysis of high-performance computer export control for the United States and the world's high-performance computer technology Impact,the US government's long-term control of highperformance computer export control,although adversely affects domestic computer manufacturers,but also ensures that other countries do not exceed the United States in terms of technical hardware and expertise.High-performance computer export control has limited the ability of other countries to compete with the United States in the design of complex weapon systems,limited the proliferation of high-performance computer technology to other countries,and ensured its strategic leadership and advantages in advanced military weapons and equipment.National security has been maintained to a certain extent.
