| The continuous growth of energy consumption is a major problem faced by telecommunications enterprises.The imperfect energy consumption monitoring system and the lack of energy consumption management information system lead to the fact that telecommunications companies can not fully grasp the actual situation of energy consumption.There are also problems of selection and management in the implementation of energy-saving transformation projects.The implementation and management of energy-saving indicators issued by the state and group companies are difficult.It is particularly important to carry out energy saving and emission reduction work,standardize energy consumption management system of telecommunications companies,establish energy consumption management information system,and especially design functional modules to meet specific needs.Firstly,the paper describes the background and significance of Jiangsu Telecom Energy Consumption Management Information System project,and the development status,effectiveness and experience of Jiangsu Telecom in energy consumption management,as well as the problems in business indicators,process functions,data statistics and system integration.Secondly,it demonstrates the energy consumption management in Jiangsu Telecom based on the theoretical knowledge of fine management.The application of refined management in the design of management system has five aspects: common goal,data basis,meeting differences,operability and providing ideas.By using the rules and methods of refined management,the overall demand is refined and divided into energy cost management and control process,ABC Bureau energy efficiency management and control quantification,IDC computer room management precision,D Bureau Station Association accounting synergy.Four aspects of specific business needs and non-functional requirements;and then specific solutions are put forward for each point of demand,forming four detailed functional module designs: energy fee control,ABC type Bureau and station energy efficiency control,IDC computer room management and D type Bureau and station related accounting;finally,after the system is on-line running,the system is demonstrated through actual cases in the production environment.It has good application effect in management benefit,economic benefit,environmental benefit,social benefit and so on.This research of the paper provides an effective idea for Jiangsu Telecom Energy Consumption Management Information System,and also lays a strong foundation for further refinement and expansion of the system. |
