Petrochemical storage and transportation industry is a key basic industry in China,which plays an important role in national strategy and national economy.With the rapid development of China's economy,the development of petrochemical storage and transportation industry has changed rapidly in recent years;meanwhile,under the guidance of ‘Internet plus' and ‘China made 2025'policy,the application of oil depot management software in the petrochemical storage and transportation industry is more and more extensive,which makes the daily operation process and main business of the oil depot greatly optimized and promoted.One main business of Z company is the research and development of oil depot management software.However,in the actual oil depot management software development process of Z company,some project objectives deviate from expectations,cost overruns,project delay,and even users do not accept the project.With the increasing number of similar enterprises in the industry and the increasingly fierce competition in the industry,how to develop high-quality and high-level oil depot management software has become the top priority of Z Company.Effective benefit evaluation of oil depot management software project development and management is an important means to discover the problems existing in the process of project development and improve the level of project management.Establishing a set of effective evaluation methods of project development and management benefits is not only conducive to Z company grasping the results of technical management and planning management as a whole,but also conducive to a correct and comprehensive understanding of the advantages and disadvantages of the project.For the strategic level of the company,it is conducive to timely adjust the direction of operation and strategy formulation,and rapidly improve the competitiveness of enterprise itself.At present,however,Z company still takes experience judgment method and leadership decision-making method as the main way to evaluate the development and management of oil depot software.However,in the oil depot management software with complex evaluation conditions and various object attributes,there may be imperfect and not-objective problems,which may lead to the judgment deviation of the project and the consequence of the failure to find potential problems.Starting from the status of software development and management evaluation of oil depot management and the necessity of project management evaluation,this paper studies how to establish a scientific and reasonable evaluation system of software development and management of oil depot management of Z company.Through the combination of theoretical basis and actual situation,flexible application of fuzzy comprehensive evaluation theory,combined with Delphi method,AHP,document investigation and other research methods,the ultimate goal is to establish a set of oil depot management software that conforms to the characteristics of petrochemical storage and operation industry,adapts to Z enterprise's own situation and suits the concerns of oil depot management software evaluation system for development management benefits.Then,using the established unique evaluation system,the paper evaluates the actual development and management benefits of the three evaluation object projects implemented by Z Company.Through the analysis and evaluation of the results,we can find the problems in the process of project development more scientifically,put forward suggestions for improvement,and ultimately achieve the improvement of the project process,so as to improve the level of project efficiency in the future.
