With the progress of technology,the monitoring system is used in various industries more and more widely.The importance of the monitoring system is acquisition,transmission,display,storage and playback with audio and video data.Hisilicon provides a large number of excellent chips and solutions meeting these needs.In this paper,a design and implementation method of low bit rate monitoring system based on Hisilicon hi3516ev300 is proposed.First of all,it analyse the requirements of the video monitoring system,made the software and hardware development environment and build the Linux embedded operating system including the clipping and making of uboot,kernel and the making of rootfs based on Hisilicon SDK HI3516EV200?SDK?V1.0.1.2;secondly,the development of the basic software of the video monitoring system is provided,containing the video acquisition software,audio acquisition and playback software,and capture software;then,based on the research of the rate control technology in video coding,it debuged the Hisilicon's rate control module,mainly aims at the comparison of three different rate control modes of CBR,VBR and AVBR in the office scene,and draws the conclusion that the VBR rate control is the lowest under the same bitrate and QP parameters,and the PSNR of AVBR is the highest;Finally,based on the comparison of the three rate control modes,AVBR is selected as the basic rate control mode,it used the result of Hisilicon's motion detection algorithm and human shape detection algorithm as the control of qpmap to realize the scheme of intelligent coding,and carries out the realization,experiment and give analysis of this scheme.The main purpose of this scheme is to allocate more bits in human shape area and less bits in background area and skip encoding in still scene,so as to reduce the bitrate of background area without affecting the image quality of human shape area as much as possible,so as to further meet the demand of low bitrate in video monitoring system.Above all,this paper has good application value.
