With the advent of the third technological revolution, the computer science and modern communication technology have developed rapidly. The network system based on computer science has been penetrating into all walks of life gradually, in order to achieve larger scale interconnection and communication. So the network system supported by computers and related equipment has become the core part of the business management. To make sure the normal operation of core part, the matching environmental system, power system, security system and so on need to be centralized monitored. Therefore, the intelligent centralized measurement and control system comes into being.Intelligent centralized measurement and control system can be divided into field measure-control platform and remote monitoring platform. Field measurement and control includes various kinds of sensors and equipment. It takes charge of collecting and controlling of the parameters of equipment and environment. And then, the collected data are transmitted to the monitoring platform. Monitoring platform system processes the data and displays them to the system maintainers, so that the maintainers could find and solve the problems in time.Based on the power measurement and control system, the thesis researched on multiple devices, multiple protocols and some real-time problems. On the basis of B/S framework, the thesis developed a complete monitoring platform system with network communication technology, database technology and ASP.NET technology. According to data transmitting and processing, monitoring platform system was divided into three parts:data analysis and data processing, data storage and data display. Each part was introduced in detail in this thesis. According to the requirements of design, this thesis also gave the frame for the system, which included concrete design steps and key solutions for the problems. The system implemented intelligent supervising and control without human intervention. It had certain practical significance on achieving the whole intelligent measurement and control system.
