With the widely application of digital video coding technology in the field of telecommunication, computer network and TV broadcasting, a series of new applications such as Videoconference, video telephone and digital TV, media data storage were developed, which pushed the appear of many video coding standards. H.264 was the newly developed standard in March in 2003 by ITU and MPEG. In this thesis, we first discussed the key technique and the advantages in H.264 including system framework, transform, inter-prediction, intra-prediction entropy coding and block filtering. Then, by comparing with the traditional video coding standard MPGE2 in DVB-S (Digital Video Broadcasting through satellite), it showed that the compression performance of H.264 was remarkable. After then, we prospected the application of H.264 compression standard in DVB-S.In the second section of the thesis, we focus on the development of the rate control strategy for H.264. After building the test environment, the simulation on the new rate-control standard of H.264 was conducted. The test result verified the improvement of the new standard. And then, we presented where the future work should be concentrated on.At last, we analyzed various methods that improved the rate control scheme for H.264. The author believed that, in order to get more progress, it is very important to summarize the work implemented by other scholars. Therefore, after described several associated and restricted key techniques, summarized the different application environments and requests, we classified the various methods and analyzed the features of each schemes. With the work above, a clear and logical framework for the research of the improvement on H.264 rate control scheme was built.
