Research On Construction Of Dongting Lake Regional Archives Data Center

The information technology revolution has brought human society into the era of big data.Data is a new form of record in human society,and it has important voucher value and intelligence reference value.In the era of big data,how to effectively integrate and share these data in the process of managing and using archive data,and extract valuable information from them,has become an important challenge faced by archives departments.The construction of the Dongting Lake Regional Archives Data Center in Hunan Province coincides with the direction of national key archives conservation and development during the "Thirteenth Five-Year Plan" period,and it is also a new attempt to integrate and share archive resources in the era of big data.This paper studies the construction of the Dongting Lake Regional Archive Data Center,adopting the method of systematic research,literature search,field survey and network survey.Based on the overview of the center's construction process,the paper focuses on analyzing the main problems such as imperfect management mechanism,the lack of top-level design,inadequate execution,nonstandard conduct and nonuniform standard in file data transfer and reception,inefficient use and sharing of file data,imperfect software platform construction and speciality talents construction,lack of file security.On this bases,the author puts forward several basic countermeasures to strengthen the construction of Dongting Lake Regional Archive Data Center in Hunan Province as follow: in the reform of management and operation mechanism,it is necessary to achieve unified top-down leadership and hierarchical management,and establish a risk management mechanism;regarding the optimization of data transfer process,the archival data reception should be standardized and the quality of archival data should be improved;in terms of archival data integration and confidentiality,the archived data resources dispersed in the region should be integrated to strengthen the archival data security management and ensure the archival data security;in order to strengthen the construction of Dongting Lake Regional Archive Data Center,it is necessary to improve the construction of the archival management system platform and fully use the unified platform in the Dongting Lake area;in terms of strengthening the construction of the center's talent team,the introduction mechanism and training model should be reformed,and competition system should be established.
