The internet is compared to Pandora's Box that contains a myriad of things. Within this open and multi-dimensional space, hot topics are fabricated one after another, giving rise to numerous grass root stars. Each day countless information of various types challenges our visual limit. In this hustling venue for public speech, behind what appears to be public opinions lurks a special group-the Internet propagandists. They are the master of netizen's psyche and the art of internet propaganda, as well as an abundance of various resources. The rise of internet stars, the ebb and flow of internet hot topics have much to do with their careful manipulation behind the scene. Their emergence and development result from the characteristics and development of online media and the netizen's hanker for entertainment. In viewing this new appearance, objectivity is required to recognize the reason for their being and the positive role they play in constructing internet culture; meanwhile, their drawbacks must be heeded as well, for instance, some internet propagandists, in their eager pursuit of economic benefit, have fabricated facts and carried out propaganda in a malicious way which caused netizen's distrust in the internet, while some others have even reduced themselves to the servants of companies engaged in unfair competitions and are thus dubbed internet hooligans.This paper studies the emergence and development of internet propagandists. Through an incorporation of case study and theories on internet publication, the paper explores the operating mechanism of internet propagandists, evaluating both the positive and negative effects on the society as incurred by their influence on internet public opinion. The paper seeks to assess the new industry objectively, and puts forward feasible suggestions regarding regulations and self-discipline of the internet propagandist industry. Case study, system analysis and other scientific methods are adopted to fuel a full analysis of internet propagandist and related issues, the result is to facilitate a better understanding of the special group. The paper also brings out an original opinion as to the future development of internet propagandists.
