After the 19th National Congress of the Communist Party of China,the western mainstream media have launched a new round of reports on the “China Threat Theory”.Foreign policy and The Economist hyped China's sharp power.Le Monde and Der Spiegel published the cover themed “China won”.After Trump came to power,Sino-US relations have changed significantly.2017 National Security Strategy of the United States of America directly pointed out China as the “primary threat”.In 2018,the United States launched a trade war with China,ostensibly pointing to the unequal economic status between China and the United States.In fact,it implicates America's crackdown on the rising high-tech industry in China,while wary of China's scientific and technological innovation activities.The rapid development of China's science and technology industry has brought radiation effects to fields of economy,military,digital communication,which to a certain extent has shaken the position of global hegemony of the US.As a manifestation of “China Threat Theory” in the new stage,“China Technology Threat” appears frequently in the mainstream media of the United States.The author finds that Huawei,as the key target of the US,plays an important role in the construction of the discourse of “China Technology Threat”.As the world's largest communication equipment manufacturer and service provider,Huawei has been suffering from “Achilles heel” in the U.S.market.Its 5G network construction and smart phone business are blocked by the US government.Based on framing theory,the study employed Gamson's media package method to analyze the construction of Huawei's image in two mainstream American media,the New York Times and the Washington Post,as well as the discourse construction of “China Technology Threat”.The results show that Huawei has a “dual” image in the eyes of American mainstream media: on the one hand,it is the 5G communication field leader who attaches great importance to technological innovation;on the other hand,it is seen as a “spy” under the control of the Chinese government,which poses a threat to national security and world order.The study also found that China's scientific and technological progress in important fields has shaken the long-term technological advantages enjoyed by the United States,and brought a new threat to the dominant position of the United States.The technological competition between the United States and China is not only limited to the industrial level,but also for the next generation of military and economic strength,and for the leading position in the field of global digital information.At last,the author put forward three suggestions for encountering “China Technology Threat”: adjusting the mode of China's science and technology industry,establishing the “two track diplomacy” of Sino-U.S.think tanks,and building the communication of the community of shared future of mankind.
