Research On Precision Poverty Alleviation For The Grassroots Public Library In Henan Province

Since the cultural poverty alleviation work has become China's national strategy in 1993,the State Council and the Ministry of Culture have continuously made new regulations on the overall objectives,scope of implementation,and specific measures for the construction of public cultural service systems in poor areas.Public libraries are an important part of China's public cultural service system.Grassroots public libraries are at the forefront of grassroots cultural poverty alleviation work.Their level of construction affects the effectiveness of their cultural poverty alleviation work.In fact,there are still many grassroots public libraries in China facing poor development.Their own poverty severely restricts them from fulfilling the tasks and missions of public cultural services and cultural poverty alleviation.It is imminent for the grassroots public libraries to get rid of poverty.However,most of the current research in the library academia focuses on how public libraries can achieve cultural poverty alleviation at the grassroots level.Few studies have focused on the issue of poverty alleviation in grassroots public libraries.Therefore,poverty alleviation at the basic level of public libraries is also an important research topic.This study takes the grassroots public libraries in the jurisdiction of Henan Province as the research object,and introduces the concepts of precision poverty alleviation,precision poverty alleviation and precision poverty alleviation in the economic field into the basic poverty alleviation research of the public libraries.First determine the basic poverty-restricting standards for public libraries,that is,the Ministry of Culture 's evaluation and rating standards for public libraries above the county level;Provincial grassroots public libraries accurately identify poverty,through data analysis and field research,identify poor grassroots public libraries,and analyze the specific causes of poverty;Finally,the government,the library itself,and the social level give precise strategies to get rid of poverty.Poverty alleviation strategies at the government level include targeted funding programs,purchase of public library collections and services,guidance by specially appointed professionals,and establishment of advanced public library counterpart assistance mechanisms.The library's own development strategy includes strengthening human resource construction,using the Internet efficiently,and increasing publicity.Socialization strategies include the participation of social volunteers,cooperation with primary and secondary schools,the assistance of university libraries and the expansion of social donations.
