Research On The Recommendations Of Major Project Team Members Based On Multi-source Technology Management Data

Major project team is a scientific research team formed based on major projects affecting the country's development.Due to the large scale and far-reaching impact of major projects,the suitable members of the scientific research team plays an important role in the smooth implementation of major projects.At the current stage,when reviewing major projects,review experts often review the project from the aspects of science and innovation.However,the judgment of the members of the project team and the knowledge structure of the members often rely on subjective awareness and lack of objective scientific data support.In addition,the completion of major projects requires multiple scientific research teams to collaborate with each other.However,major projects are often artificially divided into a number of small projects that are out of touch with one another.And there is a lack of effective cooperation between various small projects,which directly affects the quality of the results of major projects.Therefore,it is especially important to recommend suitable team members for major projects.Based on multi-source science and technology management data,this paper has conducted the following research on the recommendations of major project team members:Firstly,to propose methods for constructing profiles of scientific researchers:At the present stage,there are some problems in the research of scientists' information,such as incomplete description and invisible display.Therefore,the concept of scientists profile is proposed in this paper,which is a collection of tags describing the information of researchers.And based on the data from multiple homogenous data sources such as personal homepage,CNKI and fund net,a method for constructing a scientists profile integrating multi-source data is proposed.The method formally describes the information of scientists from three aspects: the basic attributes of scientists,the preferences of research and the relationship between scientific researchers,and extract the labels of all dimensions to vividly display their profile in a visual way.Secondly,on the basis of constructing the profile of the scientists,the method of recommending the members of the major project team is put forward.In the existing studies,the recommendation of team members has a single perspective.This paper comprehensively considers the similarity of basic features between researchers,the matching of scientific research interests and the strength of scientific research relations,and recommends team members for major projects.Thirdly,an example is given to verify the proposed method.First of all,this paper takes domestic and foreign researchers as examples to construct their portraits and verify the feasibility of the method.Then,based on the data of 1000 scientific researchers in CNKI,this paper proposes suitable team members for a major National Natural Science Foundation project according to the method proposed in this paper,and verifies the feasibility of this method.The method proposed in this paper provides scientific data support for the formation of major project teams and provides reference for the review of scientific research projects.This method also plays an important role in the formation of emergency response teams and improves the efficiency of scientific and technological decision-making.
