Design And Implementation Of Electronic Bidding And Tendering Platform By REST Framework

The most widely used procurement method for the procurement of state-owned funds in China is bidding.Bidding has saved a lot of financial funds for China,and has made great contributions to anti-corruption.At present,most of the bidding business is manual management,and the process data is a paper-based document.The bidding process is time-consuming and labor-intensive,the long-term archiving makes the operating cost high.With the vigorous development of the bidding industry,the business volume continues to increase,so it is obviously out of date to rely solely on manual management.The need to develop and apply an electronic bidding trading platform is very urgent.The author is the bidding agent practitioners.In the long-term work practice,the author collects and analyzes the opinions and suggestions of the bidding related personnel.From the actual situation,the e-bidding trading platform should have the characteristics of adaptability,simple operation and diverse processes.Combined with the knowledge of computer software,the author studied the key technology and system implementation of the e-bidding trading platform,and then developde the system.The main research works were as follows:(1)Drawing on the advanced experience of foreign countries,this paper summarizes the characteristics of China's bidding.E-tendering has become increasingly mature in developed countries.Although the laws vary from country to country,the purpose of electronic bidding is the same,that is,saving social costs,reducing human intervention,and achieving the goal of convenience,openness and fairness.This paper discusses the characteristics of China's bidding,and then summarizes the characteristics that the e-bidding platform should have.(2)Analysing and selecting the system development tool and platform.The users of the e-bidding trading platform are uncertain,so the software and hardware environments have great differences.Therefore,this paper chooses REST architecture as the basis for platform construction.The REST architecture is simple,light volume and fast,it is compatible with the user features of this system.This paper discusses the software system development philosophy of REST architecture and other related technology options.(3)A detailed needs analysis of the system was carried out.Based on practical experience,relevant laws and regulations,this paper analyzes the work of each part of the bidding.Reasonably break down the expected goals into different interfaces and modules.Through the different modules,the business process of the platform is diversified.(4)The e-bidding system was implemented,and system testing was carried out.After detailed argumentation and demand research,this paper gives the process of designing and implementing the e-bidding trading platform in accordance with the REST style.It also introduces the importance of software testing and designs test cases.The test results show that the system functions have already completed and the operation is stable.The system completed by the paper has been applied in a small range.The system can complete the business of bidding announcement,online bidding documents,expert electronic bid evaluation,bid security management,and invoice management.The system liberates the bidders and bidding related personnel from the cumbersome mechanical labor,so that they can concentrate more on other creative labor.Adding the mobile platform client is the next step of the system.
