Since the reform and opening-up policy was carried out 30 years ago, with the continuous development of the socialist market economy, our country economy has made obvious progress, and significantly improved people’s living standard. However, we are facing new problems and challenges at the same time. As an important part in economic and social life, public resources trading no longer simply relies on the administrative examination and approval, but combined the administrative regulation and market allocation, giving full play to the market and the government role in the allocation of resources. But with the rapid growth of business, range widening and increasing amount of information, the mainly manual operation mode is hard to guarantee that the trading process is completely transparent.In order to solve the actual problems in Dalian and respond to the government’s call electronic bidding work, this paper designed and implemented the online public resources trading platform of Dalian city. This paper first introduces the research background of the topic and the domestic and foreign research status. This system is based on ASP.NET technology, and adopts B/S structure as the network structure model. Many techniques such as the 3-tier architecture, object-oriented development and SQL Server database were also used during the development. Through the demand analysis, the system use case diagrams and data flow diagrams ware drawn. In the design phase, the system was divided into several function modules such as the bidding management and bid opening management. In this way, we reduced the coupling between modules, and presented a design scheme of system security and database. We designed in detail by means of the depiction of the flowchart of each function module, and finally completed the development in the Visual Studio development platform.The advanced ideas of software engineering were used in the process of developing the system, and effectively guaranteed the system development efficiency and maintainability. Several test cases for black box testing are designed to verify the validity of the system functions. The implementation of the system meets users’actual demands basically, and achieves the purpose of the original system design.
