| Five years of setting up grounds and pillars has passed since the “The Belt and Road” initiative first proposed by President Xi Jinping in 2013.The construction of“The Belt and Road” is moving towards the stage of taking root and developing sustainably.Science and research cooperation,an important part connecting the hearts of people,has an irreplaceable supporting role to the construction of the “The Belt and Road”.Most of the existing researches are based on science and research cooperation at the national level.However,due to the unequal development of every province and city in China,all provincial and municipal organ need to find a correct positioning according to their own characteristics when carrying out national strategies.Therefore,it is of great significance to scientifically and systematically assess the science and cooperation competitiveness of “The Belt and Road” at different provincial and municipal level in each phase.The assessment could help in the follow-up science and research cooperation development of “The Belt and Road”for these provinces and cities,and it can provide directional reference and policy-related information support.First of all,this study draws on related research results of international scientific research cooperation and “The Belt and Road” scientific research cooperation situation at home and abroad.Through literature research and theoretical combing,based on the theories of dual attributes,competitive advantage,competitive process and other related theories on science and research cooperation,this paper established the assessment framework for international scientific research cooperation from two aspects consisting of explicit cooperation competitiveness and potential cooperation competitiveness.Secondly,considering the characteristics of the scientific research cooperation on “The Belt and Road”,this paper sets indicators in accordance with scientific rationality,systematic comprehensiveness,objective credibility,fairness and impartiality,and operational principles.The method of correlation analysis and expert consultation are also adopted to screen the indicators.A comprehensive evaluation index system for the scientific research cooperation competitiveness on “The Belt andRoad” is established for provinces and cities in China,comprised of 39 four-level indicators in total.Then,taking the co-authored scientific research papers on “The Belt and Road” from 2013 to 2017,and other multivariate statistical data from six provinces and one city in East China as samples,this paper adopted a combination of analytical method on order relationship(the G1 method)and the entropy weight method to determine the weights of the evaluation index of scientific research cooperation competitiveness on “The Belt and Road” for the provinces and cities in China,and conducted a comprehensive evaluation of scientific cooperation competitiveness on “The Belt and Road” in East China according to this indicator system.In the period from 2013 to 2017,the growth rate in the amount of “The Belt and Road” scientific research cooperation papers has been accelerating.The comprehensive evaluation results show that the science and research cooperation competitiveness on “The Belt and Road” in East China is ranked,from the strongest to the weakest,as Shanghai,Jiangsu,Shandong,Zhejiang,Anhui,and Fujian and Jiangxi.Finally,based on the evaluation results of the case in East China,and the analysis results of comparable strong or weak competitiveness,the following policy recommendations are proposed.At the macro level,the state should optimize the their research cooperation development environment for “The Belt and Road”;At the meso level,all provinces(cities)should expand scientific research cooperation with countries and regions along “The Belt and Road”;At the micro level,relevant scientific research entities should enhance the ability to scientific research cooperation on “The Belt and Road”.The relevant research results also have certain reference significance for other provinces and cities across the country. |
