For the high risk industry,how to prevent and deal with accidents of high risk accidents are the core of the industry emergency management.In recent years,the petrochemical enterprises have strict requirements for emergency management.They are required to carefully summarize the experiences and lessons of emergencies,improve the construction of the plan system,improve the ability to prevent and respond to emergencies,and fully realize the importance of emergency management system to the safety of daily production.A lot of manpower and material resources have been invested in the construction of emergency management system,and achieved certain results.The company has established the production operation management system in the early stage,and all departments and offices have the information system with initial emergency function.However,because of the limitations of the information technology and management mode,there is no unified digital emergency management platform for all the existing emergency resources to be managed and scientifically deployed.In case of unexpected situation,it can analyze,process and make decisions in time.After analyzing the overall business of the southwest oil and gas field branch,this paper takes the design and Realization of the emergency management system as the starting point,taking the present situation of the emergency management system at home and abroad and the shortcomings of the current system as the research background,and makes a detailed analysis of the current situation of the construction of its business process and information system,and combs out the new type of construction.The business model,function module and technical requirements of the emergency management information system are used to determine the system design principles and overall architecture,and the system architecture,main function modules,data flow,running environment and related interfaces are designed in detail.Finally,the emergency management system of this paper is verified and tested by system verification test.Meet the design requirements.First,on the basis of system requirement analysis,the two core business functions of emergency management system are determined and analyzed,such as emergency video audio management and emergency information management.Secondly,using the design idea of C/S+B/S,the system function architecture,technical architecture and network architecture are designed,and ORACLE database is used.The data flow,data exchange,streaming media,audio and video codec technology are deeply studied,and the foundation of the final design and realization is laid.Then,the detailed design of two functional modules of emergency video and audio management and emergency information management is carried out,and the basic architecture,data flow,running environment and interface of the whole system are designed and realized.Finally,the system level function and performance test verify that the system designed in this paper can meet user's needs and achieve the desired goal.
