Tax Authorities To Declare Collect Online System Design And Implementation

Tax is the most important form of revenue and source of national public finance,and taxation is an essential method of economy regulation and income distribution.Better serving the taxpayers,improving working efficiency,and reducing cost of taxing are goals that the tax departments have been pursuing all the time.Nowadays,some traditional ways like direct declaration or declaration by data message and post can not satisfy the development of current situations and the needs of work,so it is the main job of tax authorities to exploit and popularize the online system of tax declaration and levy.This thesis mainly discusses the overall design scheme of Hunan Local Online Declaration and Taxation System,aimed at the current situations of informatization development of tax authorities and some features in practical application of the above-mentioned system,including the requirements of integrated planning,framework design,network structure and the design scheme of security system.In this paper,there are five major researches as follows:Firstly,this thesis analyzes the background and significance of the online declaration and levy,helping understand both the domestic and overseas researches and discussing the reasons for existing problems,which will be solved by technological means from a technology perspective.Secondly,this thesis offers an explicit goal and scope of the system through making a research on the actual needs of taxpayers and tax authorities.It also studies the technical background of application software development based on JavaEE platform and puts forward specific solutions combined with mature technology of Web application software.Thirdly,with demand analysis and the overall design of the specific software system,this thesis makes sure that the system is composed of such function modules as user management,tax-related notice,taxation declaring,online charge,tax inquiry,etc.The concrete procedure of implementation is discussed,namely,the design of relevant implementation class,the drawing of the Data Flow Chart.Fourthly,the provincial comprehensive administration system must be taken as the data processing center by the online system for declaration and levy,which satisfies the needs of taxation by designing relative data interface so that it is closely combined with tax authorities,taxpayers,commercial banks,departments like the national treasury.Finally,this thesis analyzes the security of the online tax declaring information through adopting IPS control,network firewall,digital authentication,the establishment of DMZ area and so on,to strengthen the extent of security protection of the system.It is expected to achieve goals of the function and performance of the system by applying automated testing tools,the registration of simulated users and declaration or monitoring testing process,data collection,result analysis,etc.This research is conducted to implement the tax-related items such as online declaration,inquiry and levy,and at the same time applies never-previously-used technologies such as Ajax and Weblogic cluster,in order that it will provide a reference and accumulate valuable experience for further development and application of the JavaEE technology in Hunan Local Online Declaration and Taxation System.
