A Research For Service Mode Design Of Technology Transfer Based On ICT

As an important method for innovation and Industrial upgrading,technology transfer has attracted the attention of the whole society.Since this process is complicated,the professional intermediaries are required to take part in.In this paper we analyzed five kinds of common approaches of technology transfer and found that there are four major pain points in this process,including information asymmetry,inappropriate distribution of technology resources,high cost of time and money as well as uncontrollable risks.Those pain points may be reduced by existing intermediaries through online or offline.But the problems have not been solved completely.Based on the existing service modes and analysis of the pain points,a new service mode,combined online method to offline method,has been designed,which includes five roles.They are technology suppliers,technology requesters,offline professional intermediaries,online information platform and external resources possessors.In this mode,information about technology transfer is integrated,exhibited and administrated by ICT and the offline intermediaries are absorbed into a network to supply professional service.A case practice is conducted based on the design then.We build a website and construct an offline service system.Finally we evaluate this case and reveal that the new mode can improve the experience in the process and the efficiency of technology transfer.
