The 19 th CPC National Congress announced that our country had entered a new era,and the small and medium-sized enterprises face increasing pressure in the rapid development of the market economy today.It is known that the traditional HRM concepts could no longer adapt to the current trend,and the performance evaluation,as an important means of HRM,is increasingly welcomed by enterprises.ZTDA Company is an enterprise focusing on the publication of primary and secondary school teaching books.Performance evaluation has exposed many problems in the human resource management in ZTDA,and it is necessary to develop a set of optimized design scheme of employee performance evaluation that meets the actual development of the company.This paper takes ZTDA as the research object,and expounds comprehensively and systematically the related literature of performance appraisal system at home and abroad,and uses KPI performance evaluation method and target management method.It conducts on-the-spot investigation and visiting research,and analyzes the human resource composition,management status and employee performance evaluation system status of ZTDA Company;The Paper states seven problems in ZTDA's employee performance evaluation system,such as inaccurate positioning,unscientific indicators,and weak communication skills.It also claims the causes of theses problems.To solve these problems,it puts forward the general principles of ZTDA Company staff performance evaluation system optimization design,and discusses the content,index,method,and the cycle,feedback,communication,the appeal process and application.It finally puts forward the staff involving in performance evaluation,organization,personnel,system,enterprise culture as four aspects of safeguard measures.It is expected that the research could help solving the problems existing in performance evaluation of ZTDA company and enhancing its competitiveness,and also provide some reference for similar enterprises.
