Alons with the rapid social-economy development,social problems in population,resources,environment,public health are becoming increasingly prominent,and the frequency of various public emersencies is growing.Once public emergencies occur,if no effective measures are taken in time,the consequences will be disastrous.To cope with public emergencies is a complex and systematic project.The supply of emergency relief materials is a major issue related to the safety of people's lives and the maintenance of social stability.Therefore,how to scientifically optimize the system of emergency logistics and enhance the emersency support and response capacity of the entire logistics system are crucial improving the stability,reliability and timeliness of the early warning and defense system of public emergencies.The emergency logistics system of public emergencies must meet the needs of emergency logistics under the constraints of limited time,space and resources,so as to achieve the maximization of time benefits and the minimization of disaster losses.Optimization of emergency logistics system can effectively reduce logistics cost and improve logistics service efficiency.Facility location and distribution route arrangement are two key problems in the optimization of public emergency logistics system,and they are closely related.Therefore,it is necessary to systematically analyze the internal relationship between them and conduct integrated optimization and management of Location-Routing Problem(LRP).This paper firstly introduces the concept and basic characteristics of emergency events,and then analyzes the research content,operation process and characteristics of emergency logistics system.At the same time,the definition and classification of distribution network LRP are expounded.Based on these aspects,according to the actual characteristics of the emergency situation,the concept of road condition coefficient is proposed.And then,the paper analyzes the factors that influence the degree,the idea of converting time cost into path disaster equivalent length for modeling was proposed,and an emergency logistics LRP model considering time window,multi-distribution center,incomplete road network,and road condition was established.By analyzing the advantages and disadvantages of traditional simulated annealing algorithm(SA)and genetic algorithm(GA),and combining with the optimization problem of emergency logistics distribution system,a SA-GA hybrid algorithm was designed.The hybrid algorithm has good global optimization ability,parallel processing ability and high solving efficiency.Finally,part of the data in Solomon's RC101 question bank was selected and the necessary data was supplemented and assigned as the calculation example of this paper.Hybrid algorithm was applied to solve the problem on Matlab platform,and then the results under different parameters were analyzed.The results of hybrid algorithm are compared with those of traditional SA and GA.The effectiveness,reliability and versatility of the hybrid algorithm for solving the LRP optimization of emergency logistics established in this paper are fully verified.The LRP model of emergency logistics system established in this paper simulates the actual emergency situation in multi-distribution centers,strong timeliness,incomplete road network,road damage and other aspects.It is of practical significance to improve the level of emergency logistics service and reduce the cost of emergency logistics.
