In recent years,due to the improvement of people's quality of life,the standard for freshness degree of fresh food and cold chain logistics is becoming higher and higher.However,the cold chain logistics industry is still in the stage of development in China at present.In especial,many factors lead to the uncertainty of the distribution of road traffic conditions,such as festival and holiday,changes of the weather,big event and so on.If occur road congestion in transport,it will not only delay the delivery time but also lead to the loss of goods,it affects the efficiency of distribution seriously and brings economic losses to distribution enterprises.In order to reduce the influence of external uncertain factors on distribution efficiency and cost,this paper studied the changing rules of road traffic conditions,and dealed with the uncertainty of road traffic condition through predicting.First of all,created a database of historical road traffic condition,and used K?nearest neighbor(KNN)algorithm to train and study the database,to predict the road traffic condition of vehicle driving road in each period of time on the day of distribution.Combining with the road traffic conditions and the specific needs of customers to establish a model that minimizes delivery cost and maximize customer satisfaction as the objective functions.In order to verify the effect of the model,two sets of examples were designed in this paper:the cold chain logistics distribution service which predicted and unpredicted the road traffic condition.Using the genetic algorithm combined with TENT function to solve the example.The results show that:First,the cost of predicting is obviously lower than the cost of unpredicted,but the satisfaction is higher;Second,the higher the index of road congestion,the higher the optimization rate of cost and satisfaction.The above results prove that it is necessary to predict the road traffic condition in the case of cold chain logistics distribution,especially in the case of serious road congestion.The reasonable planning of distribution routing in cold chain logistics can reduce the cost of enterprises and improve the satisfaction of customers.
