With the development and popularization of Internet Web 2.0 technology,the public has gradually established the habit of using social networks.At present,social software,such as Tencent Weixin and Sina Weibo,has not only changed the traditional social model,but also exerted a tremendous impact on the social and political development of China.While providing information sharing,communication and communication platform for people,social networks also cause social problems such as network gossip,cyber crime,privacy violation and so on.On February 2,2018,the National Internet Information Office of China issued the Regulations on the Management of Microblog Information Services,which regulates the hot social software.The Common Data Protection Regulations issued by the European Union on May 25,2018 emphasize the transformation of data protection from "territorial" to "personal",which makes cross-regional and cross-national social network management a new trend.We have seen the importance and efforts of social network management at home and abroad.But at present,the management mechanism of social networks is still being explored globally.There are some problems,such as technology first and theory lagging behind.Through sorting out the social network management policies and regulations in China,it is found that at present,the management of social network in China is mostly from the perspective of technology,economy and public opinion.It pays attention to the renewal and iteration of technology unilaterally,pays attention to economic benefits and pays attention to short-term public opinion effect.Nowadays,social network has a great impact on the emergence and development of culture.It has become the production and dissemination field of popular culture.Therefore,this paper wants to systematically explore how to conduct social network management from the perspective of cultural policy,so as to make the research path of social network management in China more diversified.Based on the theories and research paradigms of communication,cultural policy,administration and other disciplines,after collecting a large number of domestic and foreign data on social network management and research,this paper summarizes the use of cultural policy research perspective to manage social networks,and elaborates three discourses in social network management in China within the framework of three cultural policy discourses.This paper first gives a brief overview of the definition and development of social network;secondly,it summarizes the status quo and characteristics of social network management at home and abroad through the collected data;secondly,it makes a visual analysis of domestic and foreign research literature on social network management with Citespace software,and points out the lack of current research perspectives;lastly,it expounds the social network and culture.Based on Jim McQueen's three theories of cultural policy discourse,this paper makes an analysis of national discourse,market discourse and citizen discourse in social network management in China.
