As with the continuous development of our economy,the socialist social insurance system has improved a lot this years.In order to adapt to different regions and different identity of people's participation in the social insurance system,old policy and new policy alternates frequently.Regional policy differs each other,the fragmentation trend of the social insurance policy is increasingly fierce.If an effective solution can't appear timely,the social insurance system will be difficult to continue.Based on the summary of domestic and foreign policy research and research on complex network,this thesis put forward a policy system modeling method from the implicit of policy blood theory.And analyze the evolution on the basic of the system model.The method constructed a complex network system,which was composed of a micro complex network,a meso complex network,and a macro complex network.The thesis developed an algorithm based on semantic and consisted a micro policy network by calculating the similarity between the policy words.Then the thesis innovatively introduced deep semantic analysis to the policy text understanding.The thesis analyzed the dependency semantic of the policy network,and calculated the similarity between policy items,thus constructed the meso policy network.Additionally,the thesis constructed the macro policy network through policy text similarity calculation based the VSM model.On the basis of the policy network system,the thesis extracted the hierarchy of the macro network,and clear the policy fragments existed in the network,consisted an ordered policy forest.Then introduced a policy anti-fragmentation method based on the forest.Finally,the experiment applied the theory proposed on specific policy set for verification the experiment results verified the effectiveness of the method proposed.
