With the improvement of the social security system in China,the social assistance system,as an important part of the social security system,has been paid more and more attention by the state and governments at all levels.Relevant departments have increased their support for social assistance in terms of policies and funds year by year.At the same time,the social assistance system plays an increasingly important role in guaranteeing people's basic life,adjusting the allocation of resources and maintaining social stability.According to the general plan of information construction of the Ministry of Civil Affairs and the Provincial Civil Affairs Department,combined with the national and local industry standards,PZH City has made great efforts to promote the construction of "PZH Digital Civil Affairs Information Platform".The establishment of this platform will standardize the civil affairs business process,change the civil affairs working methods,and then improve the efficiency of civil affairs management,and realize the information sharing of relevant departments,units and institutions.According to the specific requirements of PZH social assistance system,under the framework of "PZH Digital Civil Affairs Information Platform",a social assistance information management system is established to realize the functions of online application,online approval and rescue fund management of rescue business,so as to facilitate people to handle rescue business and improve the efficiency of rescue work.At the same time,make the application process sunny and can be carried out under the supervision of the public.The main work of this paper is summarized as follows:1.The information management system of social assistance is a set of rescue inf ormation management system which is developed according to the business requiremen ts of the Rescue Department of PZH city and combined with the actual local rescue management situation.Through a series of needs research activities,we can understand the exact needs of the local civil relief department,and divide the whole system into business management modules such as urban minimum living standard,rural minimum living standard,temporary relief,disaster relief and fund management.In this paper,the requirements of each functional module of the system are analyzed and described in detail.2.After the analysis of the overall functional requirements of the system,the overall design of the system is carried out.The system uses B/S architecture and MVC development mode to realize the separation of system display logic and business logic.In order to improve the efficiency of development and facilitate system maintenance,JEECG framework is used as the development framework,and Oracle database is used to store data.On the basis of completing the overall design of the system,the interface display of each module and the development of each functional module are realized,and the related testing work is carried out.3.According to the actual needs of rescue,this paper proposes a classification model of low-income people based on data mining decision tree algorithm,which can achieve graded rescue,and describes the method of establishing the model in detail.Through this model,we can analyze the characteristics of the low-income people and get the classification rules,which can provide scientific basis for the formulation of the low-income people's relief standard and promote the realization of the precise relief goal.The social assistance information system meets the basic needs of the social assistance business in PZH,improves the efficiency of the rescue workers,and plays a positive role in improving the management level of the social assistance work.
