The Analysis Of The U.S. Cyber Security Strategy Impact On China Cyber Security

With the world’s entrance into the internet age, internet’s influence over society, economy, politics and military has increased significantly. This changed the security foundation a nation’s survival relies upon. Cyber safety has become a huge factor in national security. In the meantime, the rising cyber safety and the cyber hegemony issues are bringing more problems into the world. As the first country that acquired internet technology, America has been relying on its dominance in the field to develop a cyber- space program ever since the end of the World War II. The country has just finished its national cyber security strategy this year, which lifted the cyber safety issues to a strategic level.After the 9·11 attacks, the importance of national security in the cyber space became obvious. This also changed the direction of the policy in this area is moving towards. The new policy has turned form total defense into active offence. The upper-hand America has in the field allowed the nation to use the maneuvers such as technology restriction and the so-called “cyber freedom” to sustain a dominance. How china will be effected and how to maintain a safe cyber space under the background of the increasing ambition of America in cyber space, has become a issue the scholars in our country concerned with. This thesis includes the study of America’s national cyber security strategy since the end of the 20 th century, the study of how its global cyber hegemony effected China and some thoughts about how our country can protect its interests and maintain the national security in cyber space.This thesis is divided into four parts. In the first part, the author will elaborate on the national cyber security strategy and the changes the nation made during different periods of time. The focus is mainly on the new characteristics in the policy that has emerged in the 21 th century. This part is divided into three sub-sections. The first section explains how the national cyber security strategy was created and its purpose. The second section focuses on the development of the strategy over time. The last section is about the new characteristics in the policy in the new age.The second part of the thesis will explain the infrastructure and the methods of applying this strategy. The first sub-section is consisted of the technological, economical, political, cultural and personnel infrastructure of the strategy. The second section analyzed methods of the strategy from the aspects of the construction of cyber troops, the deployment of cyber warfare and the appliance of cyber diplomacy.The third part is the discussion about the challenges and impacts China faces from the national cyber security strategy. The first sub-section is the specific impacts the strategy brought to our nation’s cyber safety. The second sub-section is an analysis of the reasons of those challenges and impacts from the strategy exsisted.The fourth part is the measures our country can take to strengthen our country’s cyber safety. The author will discuss the measures of technological innovation, system creation, law making, the improvement of awareness and communication.The thesis is finalized with the conclusion. In this part the author will summarize the related issues and raise some questions for further studies.
