The government verification refers to a series of activities to verify the authenticity and accuracy of self-assessment by various methods in order to reduce the uncertainty of indicators implementation and tasks performance.The government performance evaluation is an indispensable part of evaluation system of government performance.At present,the annual verification tasks are heavy,the work progresses of these large amounts of tasks are hard to supervise and control.It is necessary to improve the methods of management,efficiency and coverage of inspection by means of information technology.In order to ensure better co-ordination and arrangement of the year-end inspection work and ensure the objectivity and fairness of the evaluation,it is urgent to set up a data acquisition system to evaluate and inspect the performance of the sites.Using scientific and technological means to grasp the verification process,so as to grasp the process and result data of verification in real time and dynamically.Besides,it also can make intelligent analysis and reuse of the data after obtaining the verification data.The purpose of this paper is to design and implement a government-oriented data acquisition system of verification projects.This system starts with information collection,which combines both platform and mobile.The data sources include system acquisition data,upload data and external system data.Based on the collected data,the system can automatic identified the new verification points through satellite images,and transforms the identified points into tasks.After obtaining the verification task,the system assigns the tasks to the verification personnel and plans the best verification route,and assists the personnel to collect data on the spot.After the personnel collect the data of verification task,the task will automated scoring and finish the whole verification process.This system uses the platform and mobile to finish verification data collection instead of the traditional manual collection.The realization of this system will greatly facilitate personnel to collect the verification data,facilitate the administrator to grasp the verification progress in time,and promote the efficient conduct of government inspection and verification work.At first,this paper expounds the background and significance of the inspection system.Then investigates the key issues and make clear the technical feasibility of the system.Next,the paper analyzes the system requirement and finds solutions on the key issues,which including the analysis of satellite map based on SateNet network model and the multi-objective task assignment and route planning based on Cbk-means algorithm and genetic algorithm.Then,according to the demands and solutions to key issues,this paper designs the architecture and modules of the information acquisition system of verification.The key modules consists of data acquisition,image analysis and multi-objective route planning.Besides,a large number of experiments verifies the correctness of the algorithm.Finally,the deployment and testing of the system are described to verify the correctness of the system.For the shortcomings of the research work,this paper puts forward the direction at the end of this paper.
