Guangxi is located in south of China.Variable climate,complex topography,hot and rainy summer season lead to frequent landslides,collapses,debris flows and other types of road slope geological disasters,which not only affect the road transportation,but also threaten the safety of people's lives and property.Therefore,it is necessary to study the emergency material dispatching after highway slope disaster,which provides support for the emergency material dispatching center to take measures quickly and efficiently distributes the relief materials to the disaster sites and ensures the emergency rescue work.The paper takes the emergency material dispatching facing the highway slope disaster as the research object,aiming at the characteristics of emergency logistics at home and abroad and the existing problems in the process of dispatching,analyzing and designing the emergency material dispatching system facing the highway slope disaster based on IPv6.And the system is used to improve the efficiency of post-disaster emergency material dispatching.On the basis of demand analysis,the paper designs the system framework,department organization structure,functional modules,material dispatching planning,business process,data flow and so on.The key problem of emergency material dispatching,distribution route planning,is deeply studied.We constructe an emergency material dispatching model aiming at the shortest transportation distance,and the emergency supplies need to be delivered to the disaster sites within the required time.And the paper uses PSO-GA(Particle Swarm Optimization-Genetic Algorithms)to carry out the research.Finally,an efficient emergency material dispatching system is developed to effectively solve the problem of emergency material dispatching after highway slope disasters.The specific contents of this paper are as follows:(1)The paper analyzes the characteristics of emergency logistics and the problems existing in the emergency material dispatching after highway slope disasters in China.Then it puts forward the construction of emergency material dispatching management system for highway slope disasters in order to improve the efficiency of emergency material dispatching after disasters.The functional and non-functional requirements of emergency material dispatching system are analyzed,and the system development framework is selected.(2)The paper designs the system framework,department organization structure and system functional modules according to the functional requirements of emergency material dispatching management system.What's more,the paper designs the system emergency plan,and plans the post-disaster emergency material dispatching route.Then the paper design the system business process,data flow and database according to the post-disaster emergency material dispatching process.(3)The paper sets up the emergency material dispatching model with the goal of shortest transportation distance and the emergency supplies need to be delivered to the disaster sites within the required time.Then we solves it with PSO.Next the paper discusses the shortcoming of PSO in solving the problem that emergency material dispatching is easy to fall into local optimization.To solve the problem,the paper puts forward adding crossover and mutation operation of GA to PSO,and designs the PSO-GA.PSO-GA can improve the diversity of particles,help PSO to jump out of local optimization and obtain global optimal solution.The simulation results show that PSO-GA is superior to PSO in convergence speed,optimization results and stability.(4)The paper analyzes the advantages of IPv6 communication protocol,chooses the address structure and corresponding address resolution function of IPv6.And we uses JAVA language and MySQL database to develop and implement the emergency material dispatching management system for highway slope disaster based on IPv6.
