Since the 1990s, China has entered a new period of the disaster-prone. It would become a trend that the direct economic loss of natural disasters per year has obviously increased. Natural disasters has been a serious threat to the sustainable development of China's economy. After the occurrence of natural disasters, rescue is the most urgent mitigation measures. During the process of rescue, if the emergency relief supplies'would arrive in time, can largely reduce the losses caused by natural disasters would have been decreased, sometimes it could even save many precious lives. However, relief supplies are frequently limited, so the material reserved in one warehouse is usually unable to meet emergency disaster relief supplies of the urgent needs for the place where the disaster occurs. Therefore, it is necessary to come up with a better scheduling of materials, which can meet the needs of disaster emergency supplies in the requirements of the quantity and time limit. Under the support of the"Environment and Disaster Monitoring and Forecasting Application of Small Satellites for Disaster Reduction System"project of the National Disaster Reduction Department and the sub-project"Research on Disaster Emergency Decision-making Support and Remote Consultation Technology"(2008BAK49B05) of the National Science and Technology Supporting Plan of China, the material dispatching activity, which is related to the emergency relief for natural disasters, is to be further studied.The single-material dispatching model with/without transport capacity restrictions and multi-material dispatching model with transport capacity restrictions are introduced. On the basis,the algorithm of a multi-depot and multi -material dispatching model, is given to meet the continuous consumption of the emergency materials.A solution is designed to solve the shortest path problem between the place where disasters occurs and the material reserve warehouse.At the same time the optimization dispatching scheme is also given.Ultimatly,an example is utilized to verify the feasibility of the algorithm.After the emergency material of the place where the disaster occurs is fixed, the development of emergency materials distribution plan is in fact to develop the vehicle routing plan. The vehicle scheduling includes two problems,how to determine the number of necessary vehicles and their traveling routes. During the disaster relief processing, the vehicle must complete its task that is to transport the materials to the place where the disaster occurs in a given time. Based on the research of the model and the solution of the general vehicle routing problem, the vehicle routing problem with time windows, which is the most appropriate vehicle routing problem for the material dispatching of the natural disasters'emergency relief,is mainly studied.The complexity of the material dispatching environment directly results in the complexity of the decision-making process for material dispatching. The introduction of the geographic information system technology, can improve three performances of the decision for material dispatching system: visualization, efficiency and reliability. In this paper, the optimization method for material dispatching system based on GIS technology is discussed in depth. Finally, a GIS-based material dispatching system is realized. The system realized the related ideas of the material dispatching that described in the article. The repeated testing shows that the system meets the need of correctness and stability for the practical application.
