The Yangtze River traverses the eastern and western regions of China and its freight volume occupies the first place in the world's inland waterway.Our country attached great importance to the development of inland navigation,and invested a lot of money in digital waterway construction.The construction of digital waterway in the Chongqing Waterway Bureau of the Yangtze River has basically realized the dynamic monitoring of major navigation aid facility(fairway buoys,water levels,ships,etc.),However,these monitors are only focus on a single element information,the maintenance of the waterway.Waterway maintenance emergencies are the main reasons leading to abnormality of navigation mark and the blockage or interruption of the waterway.There are many types of emergencies and risk factors involved in the waterway maintenance.The emergent handling of emergency incidents in Chongqing Waterway Administration mainly relied on the corresponding paper emergency plan,and there were problems such as the low digitization of emergency response and the slow response of emergency response.In view of the current status of emergency treatment of waterway maintenance emergencies,we used the techniques of data warehouse(DW),decision tree algorithm,online analytical processing(OLAP)and workflow to develope the emergency decision support systems for emergency maintenance of waterway(CMDSS)based on the achievements of the existing digital waterway construction of the Chongqing Waterway Bureau of the Yangtze River.The main research content is as follows:(1)After making spot investigation and reviewing related business standard standards,the paper systematic analysis the types,risk factors,risk pre-warning standard,emergency disposal process and the demands of CMDSS system of waterway maintenance emergencies,and designed the architecture and functional structure of CMDSS system.(2)Intensive management of the channel maintenance basic data discretely distributed at all levels of management departments,the establishment of a CMDSS data warehouse,application of OLAP technology to display the multi-dimensional visual view of risk factor information,to assist decision-makers in decision-making.(3)The risk warning model of the CMDSS system is established to evaluate the risk grade of five types of waterway maintenance emergencies,such as water level anomaly,abnormity reservoir inflow,prohibited time,abnormality of navigation mark and maritime traffic accident.Among them,the C4.5 algorithm involves multiple logarithm function operations in the calculation of the information gain rate formula.The use of Taylor's formula and McClaughlin's formula simplifies the calculation of the information gain rate of the C4.5 algorithm.Based on the complexity of the algorithm,a model for determining the navigation hazard level of water traffic accidents based on the improved C4.5 algorithm was established.(4)We converted the emergency plan process from paper to digitization using workflow technology,guided the users to perform corresponding operation through human-computer interaction interface to increased the speed of emergency response,and recorded the entire emergency response to provides a basis for the investigation of emergency disadvantageous events...
