With the continuous progress of information technology,All industries are faced with the problem of upgrading and reforming of information technology.As a special department for national defense security,The army needs to introduce more new high-techs to maintain the advantages of information technology.Due to the relatively slow development of China's military informatization construction and the particularity of the army in safety and secrecy,In some fields that have been in relatively closed state for a long time,the technology,system and process still follow the traditional ways which are slow,tedious and complex.these ways are far from meeting the current objectives and requirements of the development and construction of the armed forces,and has an urgent need of reform and innovation.The topic of the long distance of fleet maneuver and delivery of troops has that problem.The traditional command mode has the problems of flexibility,real-time and poor accuracy.It is difficult to deliver the troops quickly,accurately and safely,and the real time knowledge of team personnel and equipment information is also not enough to fulfill the demands of modern warfare.This paper that worked on the subject of fleet maneuver and troops delivery with my personal experience for years and the status quo of development and construction of army informatization has put forward a fleet command assistant system,which includes intelligent data analysis,real-time monitoring of state and basic information management by using some of the achievements of army informatization construction for years.By using the methods of analytic hierarchy process(AHP)and expert consultation,through the form of questionnaire survey,this paper establish a scientific and reasonable evaluation system model and put forward the scoring criteria of each index,then puts forward respective evaluation methods to improve the comprehensive evaluation system,aiming at the three collocation problems of vehicles,drivers and car drivers and the evaluation of fleet operation.the rationality and scientificity of the system are verified by using simulation data to test the evaluation system.On the basis of the analysis,the information system is designed,established and improved each functional module,the database is also designed in detail,and the corresponding data table is generated.Java,SQL server and other tools are used to develop the program of the information system and to improve the main function.Then I establish the simulation environment for data testing and functional display.The system can carry out the system of personnel management,vehicle basic information;also can analyze and evaluate and sort the relevant information,and to match the driver,vehicle and vehicle equipment scientifically and rationally according to the evaluation results;relying on the existing military information technology equipment to get processing data to monitor the vehicle's real-time running state,and warn them when get a situation;analyze and sum up the march situation of the previous stage,help the commanders to find problems,improve the ability to command.
