As an important spatial information infrastructure in the modernization of national defense,the development level of satellite navigation system can effectively reflect a country's economic strength,scientific and technological strength and comprehensive national strength.More than 80% of the information interaction activities in the construction of the new intelligent city are closely related to space-time,such as transportation and dispatch,hydrological forecasting,emergency rescue,reconnaissance and design,communication,electricity,production,military construction,etc.The civilian and military fields can not be separated from the support of satellite navigation system.At present,the American GPS navigation system is used in the military and civilian positioning and navigation operations at home and abroad,and GPS is used in the civil navigation and positioning market in our country.The rate of use is over 95%.If the United States shuts off GPS signals from a technical point of view,or reduces the accuracy of navigation in any area,it will bring many incalculable dangers.Therefore,we must improve the autonomous and controllable capability of Beidou satellite navigation system,guarantee the national defense security and improve the national core competitiveness.In order to realize the independence and controllability of Beidou satellite navigation system,the emphasis lies in the development of equipment,the realization of independence in production,the independent supply of key materials and devices,and the independent supply of important instruments,equipment and software in the process of capacity building.At the same time,it is necessary to objectively develop the autonomous and controllable capability of Beidou satellite navigation system.In order to find the deficiency in the development of autonomous and controllable capability,the paper puts forward some specific and feasible countermeasures and suggestions to promote the rapid development of Beidou satellite navigation system towards autonomous and controllable direction.Based on the deep understanding of the theory of autonomous and controllable control at home and abroad,this paper analyzes the connotation and scope of the autonomous and controllable capability of Beidou satellite navigation system,and puts forward the index of the whole operation process of the related industry of Beidou satellite navigation system.On the basis of screening the indexes and verifying the reliability and validity of the index system,an objective and comprehensive evaluation system for the autonomous and controllable capability of Beidou satellite navigation system was constructed.Based on the typical characteristics of Beidou satellite navigation system,through combing,analyzing and comparing the current capability evaluation methods,the fuzzy analytic hierarchy process is selected to scientifically evaluate and verify the autonomous and controllable capability of Beidou satellite navigation system.The calculated weights of different evaluation indexes combined with the actual situation put forward targeted and feasible countermeasures and suggestions to improve the autonomous and controllable capability of Beidou satellite navigation system,to promote the landing of industrial achievements,and to promote the optimization of industrial structure.Improve the military and social value of the Beidou satellite navigation system and support the effective implementation of the national strategy.
