The rapid development of information technology has profoundly affected people's information behavior.Users' information needs are becoming personalized and the information resources are becoming isomerized.Public library has an indispensable role in transferring the outstanding cultural resources,enriching the people's growing spiritual and cultural life and promoting the improvement of cultural quality of the entire people.With the implementation of The Public Library Law of the People's Republic of China,the public libraries are playing an important part in the daily life of citizens and the government will support their development greatly.In the new environment,the restructuring of the organizational structure of public library can enhance its adaptability and make the public libraries better face opportunities and challenges in the new environment.The study has collected and collated the domestic and the foreign literatures on the organization structure of the public libraries,analyzed the different types of the organization structures in the evolution of the public library structure with the theory of the modern organizational structures.After investigating the current status of the organization structures of the public libraries at home and abroad,and comparing their characteristics of the organization structures,some experiences that can be learned from the foreign organization restructuring of the public libraries are summarized.By analyzing the new development environment of the public libraries at present and valuating the advantages and disadvantages of the existing organizational structures,this paper concludes that it is necessary to reorganize the structure of the public libraries.Reorganization needs to apply some principles including the user-orientation,the division of labor and cooperation,the simplification and efficiency as well as the reciprocity between rights and responsibilities.After clarifying these applied principles of restructuring,the author compares the characteristics of the bureaucratic structure,the functional structure,the matrix structure and the network structure.Then,a kind of new reorganization pattern,the network reorganization structure in the new environment,is designed on the base of the original network organization structure.The new model for reorganization of public library aims to meet the new environmental requirements,strengthen the horizontal connection between service departments and other functional departments,and highlight the educational and informational functions of public library.The reorganized public library consists of a management team,an information resource management team,a library security service team,a technical service team and a user service team.The management team is the center of the public library responsible for the coordination among the various groups of public libraries and the decision-making of the development strategies.Other teams are responsible for the resource construction,security services,customers' need information and the development of business.The levels of the reorganizational structure are flat,open,cooperative,which can make the services of public libraries more passive and quality of service more superior.
