Research On The Privacy Protection Of Electronic Health Records

In recent years,with the wide application of cloud computing,big data and other technologies,electronic health records have sprung up and are widely promoted.Electronic health records contain a large number of privacy information,and they are gotten attention by the whole society.There are frequent breaches of privacy information,and even in some places there is a phenomenon of buying and selling electronic health records.It is an urgent problem for electronic health records to be solved in the process of promoting electronic health records in China.In our country,it is the development period of the electronic health records.The pilot project just has been established in areas with high economic development,however,the emergence of residents' privacy disclosure is the first obstacle to the development of electronic health records.There are more experience of operation and management of the electronic health records in the United States,the European Union and other regions,and there have also been some useful explorations and practices in terms of privacy protection,which has positive reference significance to the development of electronic health records privacy protection in China.Based on the privacy risk analysis of the electronic health records life cycle,this paper establishes the life cycle privacy protection management model of electronic health records and conducts a systematic study on the privacy protection of electronic health records in China.The main research content of this paper can be divided into three parts.The first part is the overview of the privacy protection of electronic health records.Firstly,the definition and constitution of electronic health records are introduced,and the related concepts are discriminated,so as to define the research scope of electronic health records.Secondly,the"source" factors that cause the privacy risk of electronic health files are analyzed,which are economic value factors and "second value" factors.Finally,the author discusses the necessity of the privacy protection of electronic health records from two aspects:the right of law and the demand of reality.Based on the privacy risk analysis of the electronic health records,the second part is analyzed.Combined with the electronic document life cycle theory,privacy risks of electronic health records life cycle are explored from the four stages-collection,transmission,storage and use.And the life cycle privacy protection management model of electronic health records is established.The third part is the electronic health records privacy protection countermeasures.Firstly,to cultivate the privacy awareness of residents,medical personnel and the interest related institutions.China should improve the legal norms of privacy protection of electronic health records,improve the legal protection of electronic health records,and establish the privacy protection norms of relevant institutions of interest,to provide policy support for the promotion of electronic health records.Strengthen the management foundation of electronic health records privacy protection again.Through the introduction of "cyber security commissioner",the establishment of the security responsibility mechanism,the establishment of the government evaluation system,the improvement of the industry supervision mechanism and other means,electronic health records privacy can be protected.Finally,through the use of authentication technology,access control technology,digital watermarking technology,anonymous technology,firewall technology and security audit technology,strengthen the protection of electronic health records privacy technology level.
