Since established the first clearing house in Shanghai in 1993,for a long time,China has been using manually clearing. With the development of economy, clearing traffic gradually increased, disadvantages of manually handling bills began to appear.Bank institutions need to record and summarize at the clearing house every time they accept a clearing business. The workload is large and cumbersome.Meanwhile, the bank's other capital settlement businesses have begun to informationize and electronicize under the development of computer and network technology.Clearing efficiency improved significantly, further squeezing the city exchange business, the proportion of exchange business in the same city in the in-bank payment system decreased year by year.In order to avoid the further squeeze of the exchange business in the same city, the bank must speed up the electronic transfer of the city bill exchange system, keep up with the information age,and meet the requirements of the customer's cash flow efficiency.Based on this, this paper designs a new generation of tongcheng payment exchange system.Application of modern computer technology and pattern recognition technology to replace the traditional manual city exchange system and convert various cross-bank borrowing and credit bills to electronic information flow.Through networking and other way to achieve the connection of relevant departments within the same company,state-owned commercial banks, and other financial institutions, accelerate capital turnover, realize counter bill transfer business, and provide quality payment and settlement services for the society. The system designed in this paper uses a service oriented architecture(Service-Oriented Architecture),which divides each functional unit into service, communicates through the interface defined between service, communication message format is a cross platform extensible markup language(XML).It makes building system services can use the uniform and standard way to communicate. This architecture design enables the entire system to have reusability, interoperability, high reliability, and loose coupling to solve the problem of data sharing between different systems.Second, the system is based on the JUMP platform, which provides good specifications and guidance for the design, development, and operation and maintenance of open applications. It is an open, lightweight, efficient, safe, stable and unified application platform that combines industry advanced technologies and related mature standards. At the same time, the system introduces OCR technology to realize the automatic identification of bill information and improve the processing efficiency of the bill business. On this basis, the requirements of the city's clearing exchange system are analyzed.Afterwards,a detailed technical plan was formulated for each function point, then coding and unit testing were conducted to complete the development of the overall system. Finally,we conduct full-process testing and business function verification. The test results show that the system has completed the transition from manual to electronic and using the JUMP platform and OCR technology to solve a series of problems in the exchange business, such as long exchange cycle, large security risk, and high site requirements.,greatly improved the efficiency of the bill exchange business in the same city and shorten the time for the processing center staff to process the bills on each exchange day.
