Design And Realization Of Dalian Municipal Financial Electronic Payment System

Electronic payment is an important part of electronic treasury management, aimed at achieving electronic transmission of process data between financial sectors, budget units, the People’s Bank and treasury business agent banks, to replace the traditional paper document flow, so as to improve the security and efficiency of funds payment.In accordance with the entire planning requirements of electronic payment system of Dalian Financial Bureau, based on full research of the existing payment business process of Dalian Financial Bureau, using the theory and method of modern software development and project management, this paper completes the design and implementation of electronic payment system. The main modules include construction of the electronic voucher library system, development of the interface between the electronic payment system and other business systems, development of the voucher library background management system, construction of the security system and the reform work of centralized treasury payment system. Once launched, with stable and reliable operation, the system realized paperless transfer of main business processes and electronic data storage of treasury concentrated payment for Dalian Financial Bureau as intended, and meanwhile it made good preparation for the application of electronic payment to other business systems both on the operational level and the technical level.
