Public libraries,as one of the institutions of lifelong learning and a part of social education,provide people and the elderly after retirement and continue to absorb knowledge and maintain an important place in line with the pulse of the society.Therefore,they should play their roles and functions in planning elderly users The lifelong learning resources and environment of the learners provide a wide range of learning opportunities for elderly users so that they can learn at any time.Many studies both at home and abroad point out that by learning individuals who are able to mature their intelligence,they can improve their independence of life,social communication,cognitive responses and leisure qualities.Based on the literature and books learning and inducing,this paper uses the qualitative research method and the depth interview method to meet the needs of the elderly users in the old library in Jinan City.Field investigation,the authentic first-hand information for comparative analysis,and the use of grounded theory to analyze the respondents,a real understanding of the new library Jinan City,the elderly service users in the status quo and deficiencies,and put forward the public library in Recommendations and programs for senior user services.
