Study On The Regulations On Chinese Network Publishing

With the development of the Internet,the economic benefits and social benefits of the network publishing have been enlarged day by day.Since the network publishing appeared in our country,our country has experienced the change from the loose regulation to the strict regulation.In February 2016,our government enacted"Regulations on network publishing services" to replace the interim regulations.From the point of view of the event,this paper analyzes the present situation of the network publishing regulation in our country from three aspects of the subject,object and content of the regulations.In addition,the paper analyzes the unlegal and unreasonable problems existing in the regulations by using the theory of economics,the theory of administrative law and the theory of publication,and puts forward that our country should establish the concept of the rule of law,decentralization and market concept,supervision and relief concept,evaluation concept and global concept of administrative regulation of network publishing.The specific content of this article is:The first chapter,the introduction.This chapter introduces the research background and research significance,research innovation,research ideas,research methods.The second chapter,the basic concept.This chapter defines the basic concepts of network publishing and regulation,and defines the regulation on network publishing.The third chapter,the introduction of the theoretical basis.Based on the theory of regulation,this chapter starts from the angle of economics and administrative law respectively.Then,on the basis of market failure theory,it analyzes the necessity of regulation on network publishing in our country.The fourth chapter,the current situation of regulations on network publishing in china.This chapter analyzes the changes of the regulations on network publishing in China,and analyzes the object,subject and content of the regulations on network publishing in China.The fifth chapter,the problems and suggestions of the regulations on network publishing in China.The chapter analyzes the unlegal and unreasonable problems existing in the regulations and raises some suggestions.
