Accordance with the law as an important part of the rule of law also made significant progress, as the legal consciousness and the legal notion of the people have been continuously enhanced, all the people on the requirements of administrative law are increasingly more and more.So how to improve the quality of the executive authorities and law enforcement staff level, carry strictly out the public power, standardize law enforcement procedures, requiring the executive behaviors carried by all governments at all levels and all departments, all administrative staff must comply with laws and regulations, so effectively done according to law and law enforcement are the very critical and urgent problems for every law enforcement worker.This article shows the design and the knowledge related in the management system of environment administrative punishment in detail.The management system designed in this paper is the one that meets the actual business needs of administrative punishment, makes the use of information technology tools, and combines with software technology, network technology, and database technology. It is developed based on C / S architecture and could greatly improve the administration enforcement efficiency, the transparency and standardization of administrative punishment.The system introduced in this paper gives the uniform format of legal documents and the standard operating process of the law enforcement. Then it could make clear the law enforcement agency, the law enforcement basis, he law enforcement activity, he law enforcement supervision, and the law enforcement responsibility. So as to achieve legalization in law enforcement powers, standardization in law enforcement content, normalization in law enforcement process and institutionalization inlaw enforcement management.Make the use of Information Technologies in stead of the original files query to achieve the data statistics. And set up a digital library of laws and regulations in order to improve the efficiency of law enforcement officers and law enforcement level.We set up the standard database of the administrative discretional power, and make sure that the same punishment with the same crime, no abuse in the administrative discretional power, so as to make a good example of law enforcement.The system implements the function of intelligent message alerting, when the system has got a task, it would send a short message via SMS to the user, so as to remind the user logging in time, and process the tasks in the system.The main function included in the system are listed as the follows:personnel management of law enforcement, laws and regulations library of administrative enforcement, cases management of administrative law enforcement, statistic analysis and management, discretion calculator, system management and mobile management subsystem of administrative punishment.The mobile management subsystem of administrative punishment takes into count in many cases that the law enforcement officers are not in the office, lots of the law enforcement documents are not generated in the office, but in the outdoor where the contravention occurs. As we know the outdoor can not make the use of the computer as conveniently as in the room. So I combine the Windows mobile technologies and the web service to achieve the development of sub mobile management system of administrative punishment. The main function are listed as the follows:laws and regulations inquiry, the law enforcement basis inquiry, simple penalty case record inquiry, simple checking out and inquiry the transcripts in punishment spot, investigation and taking evidence (such as photographs, video etc.), and filling out and printing the penalty decision of the simple punishment.
