How The News Frame Responds To Policy Changes?

Since the launch of the "Two-Child Policy" in November 2013,the family planning policy has shifted to the "Two-Child Policy" stage.Policy changes have altered the mass media reports."Two-Child Policy" differs significantly from the "One-Child Policy" in specific content.How should mass media,as an important channel for policy dissemination,establish the rationality and legitimacy of family planning policy under different policy contents for the effective promotion of policy?Based on the frame theory,this paper extracts the frames of family planning news reports from the aspects of attribution,association,news topic,news fact and high frequency words to study and analyze the family planning reports in the "One-Child Policy"and "Two-Child Policy" stages by content analysis combined with text analysis.The study finds that the news frames of the news media have undergone a shift under different policy contents.The news reports concerning "One-Child Policy" include the prosperity frame,population accomplishment frame,progress reward frame and assistance support frame,while the news reports concerning "Two-Child Policy" include family happiness frame,population problem frame,policy service frame and assistance support frame.The news media selects and reorganizes the news facts through association,attribution,highlight and emphasis frame strategies,so as to establish the rationality and legitimacy of the family planning policy.
