The Design And Implementation Of Networking Tax System Based On The Integrations Of Revenue-Taxation-Treasury And Banking

Since horizontal networking system of the Integrations of the Revenue,Taxation,Treasury and Banking System(IRTTBS)started in February,2006,the self-payment tax hasn't been included in this system.The large volume of transaction with small-amount,tedious formalities greatly increases the workload of tax staff and reduces work efficiency,which results in complicated process with low efficiency.In order to solve this problem,the bank card system is to be applied,with the integration of the treasury information processing system achieved,which will aim to the integration of payment verification service into IRTTBS and realization of electric information automation.Based on this background,the paper undertakes analysis and design in the field of implement technology and specific application of IRTTBS.This paper focuses on the illustration of core technology related to application area of Networking of Tax Payment System,analyzes MQ middleware communication,mutual inter-process communication,and information security control technology respectively,followed with an IRTTBS-bases plan in real tax environment with the consideration of electronic tax system,needs analysis,functional module design,database construction and system architecture.This paper mainly introduces how to achieve the main functions of the IRTTBS,including POS front module,public payment processing module,and TIPS pre-processing module etc.Additionally,considering the current application status and the overall business needs refinement,elaborate description is given to the design of the system and the process of the implementation,including core banking accounts processing,back-end tax information services dealing with three levels.Finally,The paper finally also carried on test and conducted comprehensive evaluation and system application analysis based on the test result.Availability and effectiveness were then verified.Hopefully,this paper will help to realize the diversification of tax payment methods and serve as valuable resource of improving electronic tax payment.
