With the rapid development of Chinese economy and the growth of financial revenue and expenditure, the contradiction between traditional revenue and expenditure business operation system, which takes paper as its carrier is becoming more and more prominent. The current way to pay taxes is:taxpayers go to tax authority to have the declaration first, then to banks to pay taxes. Duty receipts are kept in national treasury. After being recorded by People's Bank of China, the fund will be stored in the treasury. In this way, it is inconvenient for taxpayers since they have to go back and forth to different agencies, which is time-consuming and energy-consuming. From the point of tax authority and People's Bank treasury, the transmission of papery materials affects the efficiency to store capital. To solve these problems fundamentally, some provinces and cities have had an attempt of crosswise networking system in recent years, from which satisfactory result has arisen.With Jinan treasury of People's Bank being information exchange center, the crosswise networking system of tax revenue being paid into the treasury electronically in Jinan (hereinafter referred to as crosswise networking system) is a horizontal network system, which exchanges information with institutions as Jinan Finance Bureau, Jinan National Tax Bureau, Jinan Local Tax Bureau, commercial banks (credit cooperatives included, similarly hereinafter) and so on. In the system, electronic information and network data has been used to replace traditional manual receipts and bills to fully realize electricalization and paperless operation. As a result, timeliness and accuracy of treasury fund management are strengthened; Information resources sharing and working efficiency are improved; Taxpaying service system is perfected with omni-directional service provided for taxpayers; A timely, accurate storage of budgetary revenues with full and specified amount is ensured; Normal scheduling of finance fund is guaranteed to serve government policy-making. As a provincial jurisdiction branch in Shandong province, Jinan branch of Shanghai Pudong Development Bank Co. Ltd. (hereinafter referred to as "Jinan Branch, Shanghai Pudong Development Bank) was founded in September,2001 with the approval of People's Bank of China. In order to accelerate business development with branch characteristics and provide better services with high quality and efficiency for customers, crosswise networking system in finance, taxation and treasury has been designed and implemented in Shanghai Pudong Development Bank.Based on the analysis of Jinan fiscal and taxation business background, the related research technology and current development home and abroad, this thesis elaborates the system aim and main problems to solve in its realization, describes functional and non-functional demand of it, furthers the demand analysis and organization design methods in detail and finally specific technology and ways are provided to solve the key problems in its realization process of the system.Two problems are solved systematically in the thesis. First, support for communication program development of more terminals in one city is supplied. The second is about data concurrent processing. The key to technology lies in real-time data processing and stable communication between the bank and treasury, which means the bank is responsible for sending data to be processed to the center of People's Bank and receiving results form it. Meanwhile, the center of People's Bank is mainly in charge of data processing and result sending in return. The system adopts C/S structure and UNIX operational system, whose security and stability are guaranteed by internal network safety system of SPD Bank. To ensure normal business operation, most programs are written in C language with good portability and it is helpful for future system maintenance, upgrading and expansion.Finally, the thesis dwells upon the project application briefly, puts forward deficiency in crosswise networking system construction and points out where it should go for future development.
